Description:

 

Reporting to the Manager, Business Services, the Business Services Officer is responsible for the day-to-day management of the financial, human resources and administrative functions for a client group that includes a portfolio of Vice-Presidential, shared service, and academic portfolios. This involves advising unit leadership on a variety of complex financial and human resources matters, ensuring compliance with the university’s Guide to Financial Management, evaluating financial objectives, preparing and providing advice regarding divisional and departmental budgets, preparing and analyzing financial reports, comparing actual performance with projected results, and advising management on the reasons for variations.

 

The incumbent provides advice and support to staff within the client group on matters related to human resources and payroll administration, based on knowledge of university HR policies and collective agreements, and makes recommendations to management on related matters. The Business Services Officer will manage processes related to daily operations of the client group, ensuring compliance with established policies. Additionally, will work to solve problems and determine when to escalate to a higher authority and is required to exercise a high degree of sensitivity, responsiveness and confidentiality regarding all aspects of the operations.

 

The incumbent is expected to identify opportunities for process improvement, proactively initiate discussions regarding operational efficiencies, and support change management initiatives within the client group.

 

Qualifications:

 

EDUCATION:

 

  • Bachelor’s degree in a relevant field, or an equivalent combination of education, training and experience, including post-secondary coursework in accounting, finance or business.


 

EXPERIENCE:

 

  • Five (5) years of complex administrative and financial accounting experience, preferably in a university environment.
  • Experience working in an academic unit is preferred
  • Experience with HR management in a unionized environment, including a strong working knowledge of Collective Agreements.
  • Experience processing payroll for USW, CUPE, PM/Confidential employee groups.
  • Thorough knowledge of the University budget process, procurement policies, financial, HR and administrative policies and relevant provincial legislation.


 

SKILLS:

 

  • Superior oral and written communication, interpersonal, organizational, and time management skills.
  • Advanced proficiency in Microsoft 365 applications, with advanced Excel skills required, including complex formulas (e.g., nested functions, lookups), pivot tables, and data analysis for financial reporting and budgeting.
  • Strong HRIS and FIS experience required.
  • Demonstrated experience in financial management.
  • Experience using data visualization and business intelligence tools (e.g., Tableau, Power BI) to support financial reporting and analysis is considered an asset.


 

OTHER:

 

  • Excellent knowledge of financial accounting, reporting and internal control procedures.
  • High degree of political acuity and judgment, ability to deal with senior university officers and staff in a manner which engenders cooperation and trust.
  • Proven ability to work independently with a high degree of initiative as well as the ability to work collaboratively within a team environment.
  • Strong attention to detail and accuracy.
  • Demonstrated ability to manage sensitive situations with professionalism and a solution-oriented approach, while maintaining strict confidentiality.
  • Ability to summarize information, provide clear rationale for recommendations, and effectively communicate financial information to non-financial audiences at all levels.
  • Ability to recognize inefficiencies, recommend practical improvements, and support the implementation of process enhancements in a complex academic environment.
